Oven heated up when off, what to do?

Roommate was using the stove and the oven was OFF when she felt warmth, so she opened it and it was really warm (enough for the cookie sheet and glass baking dish to be pretty warm). I rushed home and arrived 30-35 minutes after she sent that text, meaning the oven was likely hot for a while before she noticed. It was still very warm when I got home and the pans were too even after she took them out of the oven. We turned the circuit breaker off, waited 5 seconds, turned it on and it said FPE0. We turned it off again,waited 60 seconds, and then turned it back on. The oven has since cooled down but now has a slightly off smell, which I can't remember if it's been there before, but I can't tell if it's regular oven smell - not burnt food because I scraped the burnt stuff out and it's not the same smell. Then I noticed the insulation is slightly coming off and little wiry looking things are sticking out. The oven is cooling down okay but why did it get warm when it was off the whole time?? Any help is appreciated please. By the way we are renting so it is not our own oven.
